As society develops, environmental damage has become increasingly serious. People are gradually becoming more environmentally conscious, and expectations for healthier materials in home decoration continue to rise.
When buying custom furniture, we often hear suppliers say, “Our boards are E1 or E0,” or show labels such as “F grade.” Others emphasise that their products are “formaldehyde-free.” But what do these terms actually mean? Most buyers have only a vague understanding and may not know what each grade represents.
In this guide, we reveal what cabinet board environmental grades really mean.
Formaldehyde-emission standards at a glance
The table is arranged from lower numerical chamber limits to broader market-specific systems. Values can be compared only when the test method and unit are the same.

Do not directly rank mg/m³, mg/L and ppm values. Different standards use different chambers, specimens, conditioning procedures and calculations.
ENF: ≤ 0.025 mg/m³
ENF is the strictest grade in China’s GB/T 39600-2021 classification. It is commonly selected for projects seeking a lower-emission specification, including high-density whole-house cabinetry.
Because the limit is measured under the standard’s controlled chamber conditions, ENF should be written into the material schedule together with the board manufacturer, production mill, substrate and thickness. A general brochure or a certificate for another panel is not sufficient.
ENF does not mean absolute zero formaldehyde. Wood naturally contains trace formaldehyde, and a completed room can contain emissions from flooring, paint, adhesives and other furnishings. The practical benefit is a stricter panel-emission target within the Chinese grading system.
Best used when: a project contains extensive cabinetry, seeks a lower-emission specification, serves sensitive occupants or has sufficient budget for a higher board grade.
E0: ≤ 0.050 mg/m³ under the Chinese standard
E0 is the middle grade in GB/T 39600-2021 and offers a practical balance between emission performance and cost for many residential cabinet projects. It is stricter than China’s mandatory E1 baseline but more widely attainable than ENF.
The term E0 also appears outside China, but it has no universal global definition. Some suppliers use E0 as a commercial description based on a different national standard or test method. The supplier should therefore state the standard number, unit and measured result rather than provide only an “E0” label.
For a cabinet quotation, specify whether E0 applies only to the carcass board or also to doors, back panels, drawer bottoms and other wood-based components. A project can lose the intended benefit when secondary panels are substituted with an unverified grade.
Best used when: a residential project wants a meaningful improvement over the baseline while maintaining a balanced material budget.
E1: ≤ 0.124 mg/m³ under the Chinese standard
GB 18580-2017 sets E1 as China’s mandatory baseline for indoor wood-based panels. A compliant E1 board is not automatically unsafe; it meets the applicable Chinese limit when properly tested.
E1 terminology is also used internationally, so the cited standard and method must be checked. European E1 references and Chinese E1 results can look similar in name without being interchangeable in every procurement document. The letters alone do not prove that two products were tested under identical conditions.
For cost-controlled projects, E1 may be an acceptable starting point when the report is valid and the design also limits total panel area, seals exposed edges, controls adhesives and provides ventilation. Buyers should not accept an expired report or a report issued for a different mill.
Best used when: the project requires a compliant baseline and manages the whole-room material load rather than evaluating one board in isolation.

F★★★★: Japan’s highest F-star classification
F★★★★ is the highest formaldehyde-emission classification within relevant Japanese JIS and JAS systems and is widely recognised in Japanese building-material and furniture supply chains. Lower star classifications can be subject to tighter restrictions on the area permitted for interior use.
Japanese values are commonly expressed in mg/L using a desiccator method. Do not directly convert them into Chinese chamber results or assume that a visually similar number is equivalent. The product category and referenced JIS or JAS standard determine the applicable test and acceptance criteria.
When a supplier claims F★★★★, request the certificate or registration information, product name, manufacturing site and scope. Confirm that certification covers the panel being supplied rather than only imported raw material or another collection.
Best used when: the destination is Japan or the project specification explicitly requires certified Japanese F-star materials.

EU REACH: ≤ 0.062 mg/m³
Commission Regulation (EU) 2023/1464 introduces a formaldehyde-emission restriction for furniture and wood-based articles placed on the EU market. The limit applies under specified chamber conditions from 6 August 2026.
EU REACH is a legal article requirement, not another E-grade. It addresses emissions from the article placed on the market, so a raw-board certificate alone may not fully demonstrate that a completed cabinet is compliant.
EU-bound buyers should define responsibility for testing, technical documentation and supplier declarations in the purchase contract. Edge banding, laminates, adhesives, backs and other components should remain consistent with the evaluated construction.
Best used when: furniture or wood-based articles will be placed on the European Union market after the restriction becomes applicable.

CARB Phase 2 and TSCA Title VI
US requirements use different maximum limits by panel type: 0.05 ppm for hardwood plywood, 0.09 ppm for particleboard, 0.11 ppm for MDF and 0.13 ppm for thin MDF. A single “CARB value” is therefore incomplete unless the panel type is identified.
CARB Phase 2 applies through California’s programme, while TSCA Title VI is the US federal requirement. Covered panels are linked to third-party certification, quality-control testing, recordkeeping and labelling obligations.
For finished cabinets, request the panel manufacturer and mill, third-party certifier, product type and compliance statement. The cabinet factory’s own company certificate does not replace traceability to compliant composite wood panels.
Best used when: cabinets or regulated composite wood components are manufactured for sale, supply or import into the United States.

NAF and ULEF
NAF means no-added-formaldehyde-based resin. ULEF means ultra-low-emitting-formaldehyde resin. They describe resin systems and regulatory qualification pathways rather than ordinary positions on a universal grade scale.
NAF does not mean absolute zero formaldehyde because wood naturally contains trace amounts. ULEF also should not be interpreted as one fixed emission number without the applicable approval conditions.
Approvals and exemptions are normally specific to a manufacturer, mill and product. Request current documentation and check whether ongoing production-control requirements remain satisfied. Marketing phrases such as “aldehyde-free” should never replace the regulatory evidence.
Best used when: the project specifically requires no-added-formaldehyde resin or an approved ultra-low-emitting resin system and the supplier can provide traceable documentation.
